Involve citizens in budget preparation – SEND-Ghana

SEND-Ghana, a Non Governmental Organisation is advocating for greater
participation and involvement of citizens in the preparation of the
national budget.
They are of the belief that government must make a conscious effort to
hold more public consultations before drawing up the national budget.
Speaking at a media interaction on the "open budget tracker survey" in
Accra the Country Director for SEND-Ghana George Osei-Bimpeh stressed
the need for citizenship participation in budget formulation and
drafting.
"We are seeking to promote a citizenship participatory budget process.
We want to create an enabling environment that will allow citizens to
be informed to make meaningful contributions to the process," he
stated.
He called on government to regularly release pre budget statements
adding that "it will enable citizens make contributions into the main
budget process.
The Open Budget Survey Tracker monitors whether the central government
of 30 countries are publishing each of the eight key budget documents
on time as per international standards
The eight budget documents includes the Pre-Budget statement,
executive budget proposal, citizen's budget, In-Year reports, audit
report, Year-end report and mid-year report.
George Osei-Bimpeh however stated that Ghana had performed well in
releasing all the budget documents to the public.
He added that Ghana was yet to perform well with the release of
pre-budget statements and appealed to government to ensure the timely
releases of pre-budget statements before the reading of the main
budget.
